Welcome to the second part of the 2011/2012 season.
As we start into this second part of the 2011/2012 season, the WLMHA Executive thought it was a good time to remind all team staff of their responsibilities regarding fair play infractions and suspensions.
We are starting to notice a few more cases where fights are starting to become more common place, and Game Misconducts for abuse (chirping) at officials is becoming common place. As well intentional Hits to the Head, which we see on the score sheets as 5 minute hit to head penalties with game misconducts, are becoming more frequent.
During a recent review we have found that Discipline and Fair Play have not been following the minimum suspension guidelines set out and moving forward will be.
We felt as a group that it was important to get the message out in advance that these guidelines will be followed and each team is expected to suspend offending players and team officials as noted. Failure to do this will result in additional suspensions for coaching staff for playing an ineligible player. If you are not sure reach-out to the Fair Play coordinator or the Discipline Chair. Lack of awareness will no longer be considered a defense.
Where possible Fair Play or Discipline will attempt to contact the coach or team manager to advise of additional suspension, but this may not always happen, and the onus falls to the team staff to follow through.
To show a player or team official as suspended for a game please add them to the game sheet and cross them off with a notation of suspended.
For reference we’ve attached a couple of documents for your review.
- A list of the Minimum Suspension Guidelines for Minor/Female Hockey by Hockey Canada. These suspensions are minimums and can’t be reduced by local associations. (appendix 1)
- A breakdown of CAHA Fair Play guidelines and suspension that add to the Hockey Canada (This is applicable to Rep teams only) (appendix 2)

FIGHTING RULE 6.7

Fair Play/Team First Violations Amendments
These rules and resulting penalties are applicable to all games played by
Cariboo Amateur Hockey Association teams including all exhibition games (including pre-icebreaker), ice-breaker games, tournament games (within and outside Cariboo Amateur boundaries), and league play games. It is the responsibility of each team to ensure the penalties are imposed immediately on the offending player or team official.
Fair Play/Team First Contracts
No player or team official will be allowed to participate in any Cariboo
Minor Hockey Association league or playoff games unless all appropriate
Fair Play/Team First Contracts have been signed (pre season exhibition
games are exempt).
Checking from Behind/ Checks to the Head
Checking from behind and checking to the head are both very serious infractions that CAHA works hard to eliminate. The following additional penalties shall be imposed to the offending player based on criteria as set forth. Checking from behind and Checks to the Head will be penalized separately and will not be combined for cumulative infractions.
** After 2nd Checking from Behind offenses (regardless of minor or major penalty) OR 2nd Hit to the Head offenses (but not cumulative) the offending player must meet with coach and local fair play coordinator regarding future offenses and the consequences of future offenses. ***

- 1st offense is a minor 2 minute penalty – Hockey Canada rules apply.
- 2nd offense – (both offenses are 2 minute minor penalties) Hockey Canada

- 1st offense is a minor or major penalty – Hockey Canada rules apply.
- 2nd offense – (if 1 offense is a minor penalty and 1 offense is a
major penalty) Hockey Canada + 2 games.
- 3rd offense – (if any of the three offenses are major penalties) Hockey Canada +
5 games.
- 4th offense – indefinite suspension till such time as discipline committee

* Cumulative Major Penalties- (Excluding Check from Behind-Check to the Head and Fighting)
- 3rd cumulative offense – Hockey Canada + 2 games.
- 4th cumulative offense – Hockey Canada + 5 games.
- 5th cumulative offense – indefinite suspension until discipline committee
rules.
Example – a 5 minute major penalty with an automatic game misconduct is
treated as one offense. If a player receives a 5 minute major penalty with an
automatic game misconduct and an additional major penalty before leaving
the ice it would be treated as a second offense.
*This section is primarily aimed at curbing misconducts because of poor
behaviour directed at officials, which has become a real problem within
the North Central Zone.
Fighting Majors

Game Misconducts for Profanity/Disrespect (Coaches and Team Officials) Towards Game Officials
There are no longer any free passes.
- 1st offense – BC Hockey rules apply + 1 game.
- 2nd offense – BC Hockey rules apply + 3 games
- 3rd offense – Suspended until Discipline committee rules.
Gross Misconducts by Coaches or Team Officials will result in
immediate suspension till such time as discipline committee rules.
